Conflict management and social-environmental commitments fulfillment


In order to strengthen and streamline the actions of OEFA in management of social and environmental conflicts, the main OEFA tasks include contributing to the investigation and systematization of information on those conflicts linked to OEFA's competencies as well as to their proper management. To do so, two coordination areas have been established:

1. Conflict Management and Social-Environmental Commitments Fulfillment Coordination

This coordination shall support managing social-environmental conflicts and controversies linked to OEFA's competencies. To do so, it shall be accountable for:

  • Developing dialog and negotiation strategies for the prevention, management and solution of social-environmental conflicts related to OEFA competencies.
  • Participate, on behalf of OEFA, in the social-environmental conflicts mediation and negotiation, be it by means of dialog roundtables or coordination instances of local, regional or national scope.
  • Implement early warning mechanisms for social-environmental conflicts linked to OEFA's competencies. Coordinate with all instances and agencies of the Executive Power and of local and regional governments to serve properly the dialog, mediation and negotiation process in order to solve social-environmental conflicts linked to OEFA's competencies
  • Oversee compliance of social-environmental commitments in all aspects linked to OEFA's competencies.

2. Information Systematization and Social-Environmental Conflicts Investigation Coordination

This coordination shall manage information and investigate social-environmental conflicts related to activities under the scope of OEFA. To do so, it shall be accountable for:

  • Systematize and analyze the information supplied by the different units of OEFA.
  • Further and carry out research and studies related to the dialog, prevention and management of social-environmental conflicts linked to OEFA's competencies.
  • Analyze information in a general, national and international scope about social-environmental conflicts that may be linked to OEFA'S competencies.
  • Prepare training programs about the use of methodologies, tools and procedures to further dialog, mediation, negotiation and an efficient management of social-environmental conflicts, in coordination with the competent areas.
  • Prepare papers related to social-environmental conflicts in coordination with the competent areas.
